Normal Township Food Replacement Program - DEADLINE August 31, 2026
In response to the devastating power outage that affected our community from August 13–17, 2026, Normal Township is providing emergency food assistance to eligible households to help replace groceries that were lost due to the prolonged loss of refrigeration.
The Food Replacement Program is designed to help households replace approximately one week of groceries, recognizing that households generally purchase food on a weekly basis but may have food on hand for more than one week at any given time.
Food Replacement Assistance Based on current food-cost data and household size, eligible households will receive the following assistance:
● Household of 1: $100
● Household of 2: $200
● Household of 3: $300
● Household of 4 or more: $400
Eligibility Requirements
1. Proof of Power Outage
● Contact your electric utility and request an outage verification letter documenting that your residence was affected by the August 13–17, 2026 power outage. –
Ameren: Call 1.800.755.5000 and request an outage letter. The letter may be emailed or mailed to you. –
Corn Belt Energy: Call 309.662.5330 and request an outage letter.

2. Proof of Eligibility Provide one of the following: –
■ Proof that you currently receive SNAP benefits
■ A recent SNAP eligibility/approval notice
■ A screenshot or printout from your Illinois ABE/Benefits account showing current SNAP benefits
■ Other official documentation showing that you currently receive SNAP –
3. Proof that your household income is at or below 200% of the Federal Poverty Level (pay stubs from the most recent 30-day period)
4. Be 55 years or older
5. Be A Normal Township Resident
● Proof of Residency Provide one of the following documents showing your current address:
○ Current lease –
○ Current utility bill –
○ Government-issued identification with your current address
Other Documentation Needed:
Identification for ALL Household Members – Name, Date of Birth, SSN
Application Review
● All required documentation must be submitted via email or brought to Normal Township.
● Normal Township will review applications and verify eligibility before assistance is issued.
● Please bring all required documents to the office or send ALL required documents to our email, help@normaltownship.org in one email with the subject line labeled “Food Replacement Program”.
● Once your application is approved, a Kroger Voucher will be ready to pick up at our office during regular business hours. You must have a valid ID to redeem the Kroger Voucher.
● This program will run until funds are depleted or August 31, 2026, whichever comes first.
